Builders in Portugal (Constructors) are regulated and
as such have a building permit (Alvara) which is issued by the
Instituto da Construção e do Imobiliário
(INCI). To gain an Alvara they have prove they have the
necessary experience and professional qualifications, have liability
insurance and are either registered as a sole trader or as a company.
The regulating of
builders in Portugal is to ensure there is adequate
re-course to clients and to ensure the construction standards are maintained. The
regulation of builders however does not mean higher construction
charges.
The average cost of builders does vary, depending upon which
region of
Portugal you are in. However on average a skilled, licensed
builder charges between 8-10€ per hour. A skilled laboured charges
around 6-8€ an hour, much less than British counterparts.

should check is the INCI website. All registered and licensed
builders/constructors are listed on their website. There is an easy
search facility (though in Portuguese) to help you locate a list of
builders within the area you are looking to build your dream home.
Click

select the Districto and once this page has loaded select the
Concelho. This will give you a list of all licensed builders in that
